Act 47 financial plan is in city's hands

Forget the immediate 10 percent property tax hike. Ignore the call for a $2.50-a-day parking surcharge.
The first is delayed for three years. The second is gone.
After listening for three weeks to city and community officials and residents, the Act 47 team writing Reading's recovery plan radically revised its revenue raisers for the 313-page final version released Friday.
