Will commissioners fill manager's slot?

The phone call came out of the blue around 4:15 p.m. Wednesday.
Berks County's Chief Operations Officer Carl Staples said he had a story for me and asked me to come to his office.
As I made the journey from the fifth floor of the courthouse to his office on the 14th floor of the services center, I was trying to guess what this story would be and why it couldn't wait until I saw him at the commissioners meeting the next morning. I couldn't come up with any ideas.
